Partners and Initiatives

In light of the need to establish constructive interaction with international donor support programs for the post-war recovery of Ukrainian enterprises, municipal institutions, and private facilities, the Public Organization “ENERGY ALLIANCE” (which also acts as the authorized representative of the Consortium of the Spanish National Association of Manufacturers of Capital Goods “SERCOBE” (under the Agreement of 08/28/2019) has signed a MEMORANDUM of cooperation on international partnership for the implementation of European approaches to ecosystem-based, energy-efficient restoration of Ukraine, taking into account the local and trans-regional consequences of military actions.

The participants of this initiative include:
Social Association HELPUA.PT, Portugal, represented by President KURTYSHA Roman Volodymyrovych, which represents an international community in the format of a think tank, focusing on “green” transformation, expanded professional training, including of public activists, for the restoration of war-affected territories and production facilities in Ukraine, as well as the socialization of migrants through participation in sustainable development programs in various countries;
Ukrainian State University of Science and Technologies, represented by the Acting Rector SUKHO Kostiantyn Mykhailovych, professor, doctor of technical sciences, with confirmed international partnerships in the context of training and research with construction companies of a wide profile (DRACO Italiana SpA Company, Lankwitzer Polska Sp.z.o.o.);
Private enterprise / Testing laboratory “Ukrpromsert”, represented by manager RYSENKO Oleksandr Ivanovych;
Private Enterprise “STANDARD-S” represented by director RYBAKOV Andriy Anatoliyovych;

The partnership aims to implement European approaches in the planning and implementation of ecosystem-based, energy-efficient restoration of Ukraine considering the local and trans-regional consequences of military actions, taking into account current European standards and methodologies for environmental management and audit, energy efficiency, and the need for their updating in conjunction with appropriate European-class laboratory equipment, as well as the training/retraining of personnel, building mutually beneficial cooperation with scientists, researchers, industry experts, and other stakeholders in transitioning to European regulatory norms and standards.

Expert group formed by the representatives of the Memorandum parties has joined the Think-Tank of the ECOPLATFORM for Sustainable Development & “Green” Transition initiative, based on green construction, circular economy with life cycle assessment (LCA) tools, comprehensive implementation of sustainable development initiatives, and expanding investment opportunities in Ukraine for resource provision of green transition.

During the presentation of partners’ vision at the 10th annual event of the Interreg Europe 2024 Program “Europe, let’s cooperate!”, a separate section on the topic “Initiative. Comprehensive Recovery Plan-Program for Ukraine.” was highlighted.
The comprehensive plan-program proposes the mass construction of zero-energy loss ecological buildings (nZEB) and simultaneous thermal modernization of energy generation facilities, heat networks, and buildings. The technology is proposed based on joint developments of the NGO “Energy Alliance,” LLC “Standard-S” Ukraine with the participation of APP “Sercobe,” Spain. The Program implementation has already started jointly with the German Passive House Institute, Darmstadt. The estimated cost of the pilot project is 24 million euros. The expected value of the entire nZEB Initiative Project for Ukraine is 346 million euros. The full implementation of the Plan-Program requires the supply of energy-efficient equipment and building materials. The Program envisages the creation of industrial enterprises in the regions that will immediately have real orders for the production of energy-efficient equipment for the thermal modernization objects of the Program.

At the same time, with the full list of partners mentioned above, work has begun to identify the needs for modernizing the regulatory framework in the field of energy efficiency. This concerns the following standards used in Ukraine.
DSTU B EN ISO 13790:2011 Energy efficiency of buildings. Calculation of energy use for heating and cooling (EN ISO 13790:2008, IDT). Requires updating based on the new standard introduced to replace EN ISO 13790:2008 – ISO 52016-1:2017 Energy performance of buildings. Needs for heating and cooling energy, internal temperatures, and sensible and latent heat loads. Part 1: Calculation procedures. This standard was last reviewed and confirmed in 2022. Therefore, this version remains relevant. The next review is scheduled for 2027. ISO 52016-1:2017  is applied to buildings at the design stage, to new buildings after construction, and to existing buildings during use. Table 1 in the Introduction to this standard shows the relative position of ISO 52016-1:2017 in the EPB set of standards in the context of the modular structure as defined in ISO 52000-1. This fundamental international standard has already been implemented in Ukraine – DSTU EN ISO 52000-1:2023 Energy performance of buildings.

Comprehensive assessment of building energy efficiency. Part 1. General structure and methodologies (EN ISO 52000-1:2017, IDT; ISO 52000-1:2017, IDT). ISO 52000-1 was prepared by the Technical Committee of the European Committee for Standardization (CEN) – CEN/TC 371, Project group for energy efficiency of buildings, in cooperation with the Technical Committee ISO TC 163, Thermal performance and energy use in the built environment, and TC 205, Building construction. Design of the built environment, in accordance with the Agreement on technical cooperation between ISO and CEN (Vienna Agreement). This document is part of a series of standards aimed at international harmonization of methodologies for assessing the energy performance of buildings. This series is commonly referred to as the “EPB set of standards” (energy performance of buildings). Ukraine is a member observer in ISO/TC 163 (official representative – SE “UkrNDNC”), which determines the possibilities for further activating its role in this process. In total, ISO TC 163 manages 16 standards that are to be applied in the current edition. The project group led by “Energy Alliance” in previous years successfully implemented projects of the following thematic focus:
– Organization of project financing. Expertise of Projects for compliance with energy efficiency indicators specified in the Project calculations and its profitability for the investor.
– Planning the restoration of territorial communities taking into account environmental and energy efficiency indicators.
– Expertise of Projects for the optimality and feasibility of funding works (at the request of the investor).
– Supply, installation, and commissioning of equipment for processing plants.
– Calculation, modeling, and installation of pumping equipment.
– Design and installation of water supply systems.
– Expert examination of buildings and structures. Thermal modernization of buildings and infrastructure objects.
– Construction of energy-efficient block-type buildings.

SOMBRILLA 2023 projects

Ukraine’s only international experience of joint expert work in two regions of Ukraine (NZEB certification of typical buildings). The works were carried out by: NGO Energy Alliance Ukraine – German Passive House Institute PHI Darmstadt – OU STANDART S Estonia, PP Standart-s Ukraine. Dnipropetrovsk region, Sinelnikove, Kirovohrad region, Svitlovodsk, Ukraine. The organization of work, participation in the certification of NZEB buildings and financing of demonstrative certification works for the government of Ukraine was carried out by the NGO Energy Alliance PP Standart-S. Promotion of European NZEB standards in Ukraine to meet the conditions of Ukraine’s accession to the EU.

Development of the program for comprehensive restoration of the OTG of the Region of Ukraine Initiative 2018 – 2024 (development of the program in accordance with the Resolution of the Government of Ukraine 1159 of October 14, 2022). The developers are members of the enterprise OU STANDART S, GO Energy Alliance PP Standart-s. The Initiative program has already started to be practically implemented in Sinelnikovo, Dnipropetrovsk region and Svitlovodsk, Kirovohrad region, Ukraine PP Standart S with participants of the NGO Energy Alliance and OU STANDART S Estonia together with the German Passive House Institute PHI Darmstadt.

Kyoto Protocol. Development of the Concept of creating a new direction in energy in Ukraine based on the use of heat pumps for obtaining thermal energy from thermal discharges

The concept was used to develop projects for the thermal modernization of school buildings and to obtain thermal energy from the thermal discharges of the Zaporizhzhya nuclear power plant when Ukraine received funding from the Japanese government in the amount of 450 million dollars in accordance with the Treaty on the Kyoto Protocol and received funding from the Spanish government in the amount of 60 million dollars.
